About Us

In 1998 Michelle Horneff-Cohen founded Property Management Systems specifically to assist San Francsico rental housing providers facilitate the daunting process of increasing their resident’s rental rates and assist them with all aspects of filing Capital Improvement and Operating/Maintenance Petitions with the San Francisco Residential Rent Stabilization and Arbitration Board. In just a few years, she grew that small consultancy into an award-winning full-service thriving property management firm which she successfully sold in 2023 after 25 years. But before doing so, she spun-off and created Rent Raisers to continue where she began and assist those in this need of this very unique service – not only for San Francisco rental housing providers any longer – but for ALL of California rental housing providers with the passage of AB1482.
